On a thermoelectric cabinet that usually points at the Peltier module or its fan, and those can only pull a cabinet so far below room temperature, which is a real limitation in a warm kitchen. On a compressor model the candidates are the sealed system, the condenser or the control board.
A door seal that has gone hard, a condenser matted with dust, or a sensor reading high. Frequent cycling is also the vibration that does slow harm to what is inside, so it is worth attention even while the temperature still looks correct.
Humidity is running higher than the cabinet can manage, usually because the door is not sealing or because the unit is set into cabinetry with no clearance for airflow. On built-in models the ventilation path is checked before anything else.
Dual zone cabinets meter cold air forward with a damper and a second fan. When the damper sticks or the fan stalls, one side holds perfectly while the other wanders, which is exactly the pattern that makes owners suspect the whole unit.
A door switch that has failed closed. It sounds trivial, and it is not: a lamp burning continuously inside a sealed cabinet both raises the temperature and exposes the bottles to light they were never meant to see.
A fan bearing, a compressor mount that has hardened, or a shelf resting against the cabinet wall. Vibration is the quietest of the three things a cooler is judged on, and the easiest to put right once it is found.

Around 55 degrees is the traditional single zone setting. A dual zone cabinet is usually run near 45 to 50 for white and sparkling and 55 to 62 for red. Steadiness matters more than the exact number: a cabinet swinging six degrees through the day does more harm than one sitting two degrees off target and staying there.
Not safely. A freestanding unit sheds its heat backward and needs open air behind it, so setting one into joinery is the most common reason we are called to a cooler that will not reach temperature. Built-in models vent forward through the base and are made for exactly that installation.
Sometimes. The modules and fans are inexpensive and straightforward to replace, so a cabinet that has lost a fan is a sensible repair. What no repair can change is the physics: a thermoelectric unit can only pull so far below the room around it, and in a warm kitchen that ceiling is the real problem rather than any part.
